Ricardo Baron Baretzky ; born 27 July 1968 is a ECIPS elected administrator who since 2015 has been President of the European Centre for Information Policy and Security abbreviated ECIPS, a nonpartisan, International Utility INGO in Public Interest , one of the main institutions today to fight International Crime and Terrorist and the threats it poses to the European Union.
From 2004 to 2009 he was the Vice President of Sowoon Technologies, a federal funded company in Switzerland, and from 1997 to 2003 a leading researcher . In 2013, he Co-Founded the organization CYBERPOL that had Baretzky as its lead candidate, for the Presidency of the CYBERPOL General Assembly in the 2015 elections.
This marked the first time that the CyberPOL Presidential Election process was employed. Baretzky is the first President that prior to the election has campaigned as a candidate for the position, a process governed by the Treaty 124 on international organization and rules of establishment in the member states of the European Union.
The ECIPS and CyberPOL Committee elected him with a majority of 2/3 votes by public publication on the 3rd April 2015 and the Statutory Royal Decree NO WL22/16.595 was approved by King Philippe of Belgium on the 2 July 2015 to host the HQ of CyberPOL and ECIPS. The CyberPol HQ has since moved to UK and is in process to be hosted in the USA.
Baretzky stated that his priorities would be the creation of a single digital IP controlled monitoring market, Rectify the Digital Timestamp Authentication and its Location Based Controls , the development of an safer European Union, the negotiation of the Cyber International Treaty formulation—with the social dimension in mind—and a “targeted fiscal capacity” for the global Internet.
